DSP Notifies Newark-area Residents Of Homeless Sex Offender
The Delaware State Police are notifying Newark residents about a homeless sex offender.
30-year-old Joseph Barnes of Newark is a Tier 2, or moderate-risk, sex offender. He’s not wanted, but has registered as homeless.
Anyone who may know if Barnes is in a residence is asked to call the State Police SOAR Unit at (302) 739-5882.
